Is it possible to insert music at random when there are no broadcasts programmed so as not to have gaps?

This could be down with the current system but there isn’t a prescribed solution. You could for instance use the outro playlist with an smartblock that fits to the remaining time. It would then schedule only tracks until the show is full on any empty shows an hour before they are set to broadcast.
